Ellen: That was just one batch of spawn. There are several more that size. Most will become small tadpoles. From then on many will not survive to become small frogs. There are usually newts in there which attack the spawn and small tadpoles. Also any dragonfly or damsel fly larvae will be looking for a free meal. Only a tiny number will reach adulthood. I guess that's why the frogs produce so much spawn.
